Daily passenger trains from Seattle to Vancouver could double

Good news for rail travel in the Pacific North West.
Despite critics, it seems Amtrak’s Cascades passenger rail service is very popular and they are wanting to add two more returns. The [B.C.] provincial government must be embarrassed as our jet setting Premier has not shown any interest in passenger rail service, in fact detest rail altogether, as he single handedly sold BC Rail to his political cronies, without public debate and without any thought to the future.
An improved Vancouver to Seattle/Portland/Eugene Oregon passenger service will see upgrades to the BN & SF trackage in BC, including fencing the White Rock waterfront route to permit higher speeds, more double tracking and high speed switches and put pressure on the provincial and federal government to replace the century old, single track and decidedly rickety Fraser River Rail bridge, with a modern multi track structure. Sorry -- I know this is off topic -- but I would like to share this information.
With Pakistan in the news currently, I got thinking about weather modification. About 10 years ago, there was talk about a weather modification program underway in remote Alaska, undertaken by the U.S. Army and U.S. Navy. I thought I remembered the name: the High Altitude Auroral Resonance Program. But I couldn't remember much about it, so I asked Google a general question:
"What is H.A.A.R.P.?"
and noticed a sub-heading saying "Not to be confused with H.A.R.P.".
So I looked that up too. Both research projects are heavily focused on electronic warfare (think of radar, then go way, way beyond radar) because of the ease with which this information can be used destructively. Pakistan, I wondered?
Questions in the news media revolve around "Why isn't the world rushing aid to Pakistan?" Strangely, it seems to be agreed to stand back and watch the country sink. All sorts of excuses are given: people are being asked for too much, too often. People are beginning to worry about their own survival. Or: flooding isn't as dramatic as an earthquake. Or: there's almost no way to deliver food and clean drinking water to so many, in such drastic circumstances. (I read where people were climbing trees to get out of the flood water, only to find poisonous snakes up in the treetops ahead of them!)

But nobody mentions the fact that Pakistan has repeatedly been named as the villain in the Afghanistan war.
Pakistan is said, over and over, to be the safe haven where the Taliban regroups and attacks Afghan again and again. It is also thought to be the refuge of Osama bin Laden. So isn't it a bit odd that Pakistan is struck by the worst flooding in its history? And that humanitarian aid is so reluctantly given?
Or: isn't this precisely what the H.A.A.R.P. and H.A.R.P. projects are capable of doing?
I'd rather not think what I'm thinking. I wish others would have a look at what Google can provide. Then tell us how it looks to you.

"It isn't just conspiracy theorists who are concerned about HAARP. In January of 1999, the European Union called the project a global concern and passed a resolution calling for more information on its health and environmental risks. Despite those concerns, officials at HAARP insist the project is nothing more sinister than a radio science research facility."

The Book of Revelations isn't sounding so far fetched now, is it? In order for the prophecies spoken of to come true - these weapons had to be created, and they will be used.
Ever wonder why it took the Bush admministration weeks to save the survivors of the 2004 tsunami...?
That is enough to scare a person, half to death. How many other countries, have this technology? Is there no corner of the globe, that is safe?
